Emergency Responder Communication Enhancement System (ERCES)

An Emergency Responder Communication Enhancement System (ERCES) is a Life Safety radio signal-boosting system for emergency responders, to ensure clear and reliable communication during emergency situations.  Commonly referred to as a public safety distributed antenna system (DAS), the system uses bi-directional amplifiers (BDA’s) and antennas to strengthen radio frequency signals between communication towers and the handheld radios that our first responders use.

Emergency responders communicate through use of portable radios that transmit and receive radio frequency waves. These radio waves are weakened inside buildings because of construction materials, building size, construction features, and other elements that can absorb or block radio communications. Because of obstructed or impaired signaling, the radios of first responders may not work as expected during emergency situations.


When & Where ERCES Systems are Required

IBC: Section 916 (2021 edition) and IBC Section 915 (2012 edition) dictate that radio coverage shall be provided in all new buildings in accordance with Section 510 of the IFC.

2. IFC: Section 510 in 2021, 2018, 2015, 2012, 2009 editions dictate that all new and existing buildings shall have approved radio coverage for emergency responders. Approval is based upon the existing coverage levels of the public safety communication systems utilized by the jurisdiction and measured at the exterior of the building. 2021 edition requires 95% coverage of all areas on each floor of the building and the same signal strength as outlined in NFPA.

3. NFPA: Section 11.10 of the 2024 edition of NFPA 1 requires that all new and existing buildings be provided with a minimum radio signal strength in accordance with the 2022 edition of NFPA 1225, Standard for Emergency Services Communications and that an ERCES system needs to be installed if the radio strength is not sufficient within the building.

4. Local Ordinances: Ordinances are defined by the Authority Having Jurisdiction (AHJ). Specifications set by the AHJ are required and must be met.
